G003: Recreational Services The United States International Trade Commission (USITC) is an independent, quasi-judicial Federal agency established by Congress with broad investigative responsibilities on matters of trade. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart Part 12.6, as supplemented with additional information included in this notice and within the attached document.

This announcement and attachments constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 34300024Q0017, attached, and is issued as a Request for Quotations (RFQ), Commercial Items.

The solicitation’s documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03, effective February 23, 2024. It is the responsibility of the offeror to be familiar with the applicable clauses and provisions.

PLEASE NOTE: In accordance with the Federal Acquisition Regulation (FAR) Subpart 4.1102, offerors must be registered and current in the System of Award Management (www.sam.gov), prior to an award being made. The USITC is committed to helping its Federal workforce stay healthy. Health and wellness programs help employees modify their lifestyles and move toward an improved state of wellness.

The USITC has a requirement toward supporting this healthy lifestyle, through the procurement and subsequent award of multiple Blanket Purchase Agreements for USITC agency memberships to local, Metropolitan Washington, DC, health and fitness (GYM) facilities. The associated North American Industrial Classification Code (NAICS) for this procurement is 713940, Fitness and Recreational Sports Centers. The following FAR Clauses, including all addenda, apply to this acquisition:

FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items;

FAR 52.212-4-Contract Terms and Conditions-Commercial Items;

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The USITC anticipates awarding more than one Blanket Purchase Agreements (BPA). The period of performance for each BPA will consist of a 12-month Base Year, and four One-Year options, for a total period of performance of 60 months, if the option years are exercised. Offerors are responsible for downloading the complete RFQ from this website.

It is the responsibility of the offeror to monitor this site for any amendment(s) that may be issued to the solicitation. All responsible sources may submit a quotation as outlined in the RFQ which will be considered by the agency.
