The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Eclipse Group Research Vessel, (RV) BOLD HORRIZON, moored at 10th Ave Marine Terminal 1800 Crosby Rd. San Diego, CA  92101.  Class Number: 1265983, IMO Number: 7723821, MMSI: 303273000. 

 Contract a US flagged survey vessel moored at a secured facility with limited access to the public for pier side shipboard Hook & Climb.  Close Quarter Combat Tactics, Tactical Combat Causality Care (TCCC), and Chemical Biological Radiological and Explosive (CBRNE) training for MSRT West in San Diego, CA.

This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified above. All question/concerns regarding this post shall be submitted in writing (NO TELEPHONE INQURIES WILL BE ACCEPTED) to Contract Specialist, Robin Mayfield at Robin.L.Mayfield@uscg.mil no later than Feb 28, 2026, 11:00am (Pacific Time). Follow-up/additional questions will not be accepted after this date.
