Video Surveillance Installation Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 31010PR240014100 and is issued as a Request for Quotation (RFQ).

DESCRIPTION OF REQUIREMENT: The Contractor shall provide all labor, tools, materials, transportation, equipment, supervision and personnel to install camera security system, provide cameras, monitors, control centers, software, hardware warranty, and onsite training for CG personnel located at USCG Base Seattle. The Contractor shall execute activities and tasks consistent with the performance standards and specifications. Further details of this project are located in the statement of work provided in the documents section of this solicitation.

In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. All interested offerors must arrive no later than five minutes prior to the start time indicated. Each offeror is highly encouraged to visit the site to provide the government with an accurate and competitive offer but is not required to submit a quote.

It is the government’s intent to make award to the low cost responsible and responsive offeror who provides the most advantageous, reasonable, and negotiable offer to the government. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror.

Questions/Answers for 31010PR240014100 1. "would like to know if this is a brand new contract OR if there is (was) an incumbent performing these service." - This is a brand new contract for VSS installation.

2. "I'd like to schedule a site visit on..." - Per the solicitation, a site visit is scheduled for 6/5/24 @ 0900. Please provide the following information for ALL individuals requesting access for the visit before COB 6/3/24: Company name First and last name Date of birth Driver’s license # and state issued from Driver’s License information shown at the gate must match the above information given or access will be denied.

Any individuals that did not provide this information by the 6/3/24 deadline will also be denied access. 3. "Can we move the meeting to 10:30am on the 5th?" - Unfortunately, no. Per the solicitation, a site visit is scheduled for 6/5/24 @ 0900. 4. "Do you have drawings for the site with the current video layout you can send me prior to our meeting on the 5th." - Per the solicitation, “Questions regarding the statement of work (SOW) will be forwarded to the unit for an accurate response.
