Justification for an Exception to Fair Opportunity - Orca XLUUV CES

1. CONTRACTING ACTIVITY: Department of the Navy, Naval Undersea Warfare Center Division Newport (NUWCDIVNPT)

2. NATURE OF ACTION: Award of a Cost-Plus-Fixed-Fee (CPFF) and Cost-Reimbursement task order under an exception to fair opportunity.

L3 Technologies 4. STATUTORY AUTHORITY: FAR 16.505(b)(2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

5. DESCRIPTION OF REQUIREMENT: Sustainment, technical, engineering, and administrative services for the proprietary L3 Control Element Software (CES) supporting the Orca Extra Large Unmanned Undersea Vehicle (XLUUV) program.
