The Centers for Disease Control and Prevention, Applied Research, Implementation Science and Evaluation (ARISE), 1600 Clifton Road, Atlanta, GA 30222, hereby announces its intent to issue a sole source modification in accordance with FAR 6.302-1, Only One Source, to DistilleSR, Inc., 505 March Road, Suite 450, Ottawa, Ontario, Canada K2K 3A4, to acquire systematic online review software. The statutory authority permitting other than full and open competition is 41 U.S.C.
253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DistillerSR’s software allows for systematic review of laboratory research. This platform is highly configurable and allows for customization and optimization of forms. The primary purpose for requiring only this software is due to compatibility with existing systems, laboratories, processes, and procedures.
CDC’s existing processes have evolved around their use of DistillerSR’s software and would require a significant investiment of time of money to reconfigure. Further, CDC’s partners already use DistillerSR and using a different software program would reduce the ability of these groups to work collaboratively and efficiently.
Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 5 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. Please forward the capability statement and/or pricing information to David Dombeck, Contracting Specialist, Reference 2024-89390, Centers for Disease Control, Procurement and Grants Office, at vwj8@cdc.gov. All vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is:

The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement in the future. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement in the future.
