The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DistillerSR’s software allows for systematic review of laboratory research. This platform is highly configurable and allows for customization and optimization of forms. The primary purpose for requiring only this software is due to compatibility with existing systems, laboratories, processes, and procedures. CDC’s existing processes have evolved around their use of DistillerSR’s software and would require a significant investiment of time of money to reconfigure. Further, CDC’s partners already use DistillerSR and using a different software program would reduce the ability of these groups to work collaboratively and efficiently. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 5 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency.
