Presolicitation Notice: CBP IDIQ - Aircraft Support Services

This is a pre-solicitation notice for an upcoming U.S. Customs and Border Protection (CBP) requirement. This announcement is in follow-on to the SAM Notice ID 20144424 Draft Request for Proposal (RFP): CBP IDIQ - Aircraft Support Service originally dated May 29, 2024. This announcement is not for receipt of proposals, proposal abstracts, or quotations. CBP intends to issue a competitive solicitation for the procurement of various aircraft support services.

This acquisition will support Air and Marine Operations (AMO) for ad-hoc aircraft maintenance services and purchases, that are not within the scope of the current 70B02C20C00000024 (P-3 Aircraft Maintenance and Logistic Services) and 70B02C21C00000005 (National Aircraft and Maintenance Logistics Services) contracts. Services may include:

• Major and minor aircraft modifications; • Heavy aircraft maintenance such as depot level support; • Purchase of related parts and equipment, and, • Engineering services. CBP intends to establish a single award indefinite delivery/indefinite quantity (IDIQ) contract vehicle. It is anticipated that period of performance will be five (5) 12- month ordering periods. This requirement will be set-aside for Total Small Business (per FAR 19.5).

Resultant task orders will be issued as Firm Fixed Price (FFP), Time and Materials (T&M), Labor Hour (LH), and reimbursable line items or hybrid contracts depending on combinations of services being ordered. The date for receipt of proposals will be provided in the forthcoming solicitation. The anticipated release date of the solicitation is September or October 2024.
