PUBLIC SYNOPSIS DESCRIPTION

The U.S. Embassy Ankara awarded Contract 19TU1526C3002 to DIVAN TURIZM ISLETMELERI ANONIM SIRKETI, doing business as Divan Ankara Hotel, for food-inclusive catering services supporting the Embassy's Independence Day Reception in Ankara, Türkiye. The firm-fixed-price award covers catering for 1,000 persons at $32.00 per person, for a total contract value of $32,000.00, excluding value-added tax (VAT).

The contract requires the contractor to provide all food, labor, management, supervision, transportation, furniture, equipment, glassware, ice, setup, service, food-safety controls, security and safety coordination, cleanup, and removal necessary for complete performance. Performance includes approved setup activities on September 8, 2026, and reception service on September 9, 2026, from 2:00 p.m. to 5:00 p.m., followed by cleanup and removal in accordance with the contract.

Three quotations were received in response to the request for quotations. Following the technical evaluation and conducted exchanges, two quotations were determined technically acceptable. Award was made to Divan as the lowest-priced technically acceptable and responsible quoter under the solicitation's pass/fail, lowestprice- technically-acceptable evaluation method. No technical-price tradeoff was conducted. The Contracting Officer determined that the awarded price is fair and reasonable.
