PRE SOLICITATION Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Mexico City will launch the solicitation on SAM.gov website when it is available.

The U.S. Embassy Mexico City has a requirement for a professional offeror to perform activities related to Venue Services in Tijuana, Mexico, which includes lodging, and rental of conference rooms and AV equipment, for a four-day event in Tijuana, Mexico for 31 attendees from January 28 to January 31, 2025, including lodging days.

The selected offeror will be fully responsible for performing all the necessary equipment and facilities as described in the RFQ document that will be published on SAM.gov; including obtaining any local government permits and license to perform the required service, taking into consideration standards that will be mentioned in the RFQ document.

Offerors will be responsible for presenting an offer that considers elements listed below, and, if a discrepancy is identified, will be responsible to flag it on in the quotation. All offerors that respond to the solicitation must be technically qualified and financially responsible to perform the work.

At a minimum, each offeror must meet the following requirements when submitting their quotation: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; Identify specialized experience and technical competence required to complete the required service in accordance with this request.

Prior to submitting a quotation pursuant to FAR provision 52.204-7, all offerors are to be registered in the SAM (System for Award Management) database, at: https://www.sam.gov. The guidelines for registration in SAM are also available at: https://sam.gov/content/entity-landing This opportunity will allow electronic responses for quotation submission via email. Further details will be provided in the Solicitation once launched.
