Enclosed is a Request for Quotations (RFQ) for Upgradation of existing Fire Alarm System at U S Embassy New Delhi, India. If you would like to submit a quotation, follow the instructions in Section–J of the solicitation, complete the required portions of the attached document, and submit it to the address provided in para 4 below. The Embassy intends to conduct a site visit on May 29, 2025, at 1100 hours (India Time), at U S Embassy, Chanakyapuri, New Delhi – 110021, India.

Prospective offerors who desire to participate in the site visit should send their interest to ChellaramaniA@state.gov no later than 1400 hrs. (India Time) May 27, 2025. All requests for clarification must be submitted in writing via E-mail to ChellaramaniA@state.gov by 1400 hrs. (India Time) June 2, 2025. Responses shall be provided to all contractors who showed their interest in doing business with USG. No questions shall be answered received after 1400 hrs.

(India Time) June 2, 2025. Quotations are due by 1700 hrs. (India Time) of June 9, 2025. Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line “Solicitation No. 191N6525Q0076 for Upgradation of existing Fire Alarm System”. The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each. No quotations shall be accepted after this time. Quotations must be in English.

Incomplete quotations will not be accepted. Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. In order for a quotation to be considered, you must also complete and submit the following:

1. Section A, Pricing 2. Section L Representations and Certifications 3. Additional information as required in Section J 4. Proof of SAM Registration Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
