Sole Source for eMarketer logins

In accordance with FAR Subpart 13.106-1(b), the Department of Justice, Antitrust Division, intends to negotiate and award a sole source purchase order to eMarketer of New York City, NY, for the purchase of licenses to access data and reports provided by eMarketer. The data and reports cover numerous topics that will be utilized by the DOJ to search, display, and video advertising spending; search engine referrals; and digital ad revenue earned by major media companies.

The data and reports will be downloaded by DOJ staff and used in work product. Based on market research and interviews, eMarketer is the only source for data which pools information for spending on search advertising, display advertising, and video advertising.

Obtaining this information requires extensive research into public and private companies which does not appear to be conducted by other market research firms. eMarketer is the only firm that is capable of fulfilling our requirements for value level of expertise and maintenance support. The North American Industry Classification System (NAICS) is 519190. Please note that this is not a request for competitive proposals. No formal solicitation package is available.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government to not open the requirement to full and open competition, is solely within the discretion of the Government. All DOJ contractors are required to be actively registered in Systems Award Management (SAM) database prior to receipt of award.
