Deltek GovWin Platform

Pursuant to the authority of FAR 13.106-1(b) (1) (i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. Federal Prison Industries (UNICOR), intends to sole source to:

Deltek Inc. 2291 Wood Oak Dr. Herndon, VA 20171-6006 Total Price: $48,654.00 Federal Prison Industries also known as UNICOR has the mission of providing meaningful work opportunities and soft skills education to Adults in Federal Custody which are housed in Federal Bureau of Prison detention locations has a requirement for software and technical support that is cloud based and will via data analysis generate possible sales leads and business opportunities.

The software that is currently licensed by Deltek named GovWin IQ. Will enable Federal Prison Industries (UNICOR) to access data related to future federal government service / product production contracts and private sector business opportunities that Federal Prison Industries would be eligible to compete for as a product/ services source. Federal Prison Industries had previously sourced the use of GovWin software as a component part of SalesForce software in a prior acquisition.

After review of the contact performance of SaleForce and the GovWin component which can be sourced as a standalone product a determination has been made to acquire the GovWin product separately. Lead review and targeted lead generation software is critical to meeting the sales and profit performance goals of Federal Prison Industries.

After research of products that could perform the services that GovWin can perform it was determined that no other service provider provides the technology or support of this type or level. It is also noted that the GovWin software is patented and exclusive to Deltek. The software will also assist Federal Prison Industries mission requirements of being fully self-supporting and self-funding via sales of its goods and services. This is not a solicitation for competitive proposal.

No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
