PRE-SOLICITATION NOTICE: The National Park Service, Contracting Operations Central, Ohio Major Acquisition Buying Office, intends to issue a Request for Quote (RFQ) for the Rainy Lake Visitor Center Wastewater Mound System Removal Roofing project for Voyageurs National Park in Koochiching County, MN. Work will consist of providing all labor, materials, tools and other equipment necessary to remove the existing mound wastewater system.

The system is no longer used and consists of two concrete lined filers, a distribution manhole, and one sand filter mound with all their appurtenances. Existing mound sand and gravel will be used for fill and grade nearby. All sand filter/mound piping, filter fabric, vents, valves, inspection ports, manhole/cover/lid, sand filter concrete floor, and concrete walls will be removed and disposed of at a state approved landfill.

SOLICITATION NUMBER: 140P6425Q0001.

ESTIMATED PROJECT MAGNITUDE: Between $100,000 and $250,000.

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in or around February 2025 with performance to begin as soon as weather allows and in coordination with the Park. Period of performance for the contract will be specified in the solicitation (RFQ). Construction Wage Rate Requirements for Koochiching County, MN will apply. North American Industry Classification System (NAICS)

CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238910, and the SBA small business size standard is $19.0 million. A Total Small Business Set-Aside is anticipated.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation (RFQ). Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

PUBLICIZING: The solicitation (RFQ) and its attachments are anticipated to be issued and available in January 2024 and will be posted to the SAM.gov website. The contracting office will not provide hard copies or email copies of the solicitation (RFQ).

REGISTRATIONS: To be considered for award of a contract an offeror must have a UEI number and be actively registered in the System for Award Management (SAM) and have completed their Online Representations and Certifications by the time of the solicitation (RFQ) close date.
