Notice of Intent: The Bureau of Land Management intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Cahuilla Band of Indians, PO Box 609 Hemet, CA 92546. Background and Justification: The BLM’s operational mission is to ensure employee safety, public safety, and resource protection through the BLM communication networks. There are no other communication sites in the area that will provide the required coverage in the resource area.

Potential vendors that are on the mountaintop have site/vaults that are full. The USFS building that has a damaged roof and the USFS has pulled their equipment out. Testing was established that this mountain top area would encompass the required coverage. Coverage Plots have helped make this determination.

Services to be performed: See Attached Responses This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above.

If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contract Specialist Mike Anson at manson@blm.gov referencing notice 0040649093 – Toro Peak Communications Site Lease and will be used for future purchases. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.

Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
