Background and Justification: The BLM’s operational mission is to ensure employee safety, public safety, and resource protection through the BLM communication networks. There are no other communication sites in the area that will provide the required coverage in the resource area. Potential vendors that are on the mountaintop have site/vaults that are full. The USFS building that has a damaged roof and the USFS has pulled their equipment out. Testing was established that this mountain top area would encompass the required coverage.
