The US Geological Survey (USGS) intends to award a purchase order to Cyano Holdings Inc., DBA GreenWater Laboratories who will process the liver samples using the 3-methoxy-2-methyl-4-phenylbutyric acid (MMPB) method. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-l(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures.
GreenWater Laboratories is, to the knowledge of the USGS, the only source who can provide the (MMPB) liver sample processing method. The USGS has long-term monitoring projects in place on the Snake River to estimate abundance, survival, and growth of juvenile fall Chinook salmon migrating through Lower Granite Reservoir. As part of this monitoring, the USGS is investigating if harmful algae blooms can have any health effects on the ESA listed juvenile fall Chinook salmon in the reservoir.
The USGS has chosen to utilize the MMPB method for analyzing fish liver tissue over the ELISA method, due to the fact that the MMPB method can detect both bound and unbound toxins in the tissue, while the ELISA method can only detect bound toxins. The MMPB method is a relatively new technique for determining the presence of the Cynaotoxins. Currently GreenWater Laboratories is the only laboratory to offer fish tissue analysis using the MMPB method.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement which may be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
