FAR Provision 52.217-5 Evaluation of Options has been removed the following statement has been added – “DO NOT BID SOW Paragraph 4.0 Option 1. Until the evaluation/check/investigation is complete, the extent of the repair or replacement is unknown.
Only the base requirements will be evaluated.” Pictures of the data plates have been provided as attachments Westside WWTP Influent Pump Station Pumps Data Plate 1 and 2. (End of Changes) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1120982 and this combined synopsis/solicitation is issued as a request for proposal (RFP).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-03, dated February 23, 2024. This is a Total Small Business Set-Aside with a NAICS code of 221310 Water Supply and Irrigation Systems and a size standard of $41.0M. The resulting award will be for two (2) line items.
CLIN 0001 will be for one lump sum amount to 1) Investigate the problems at the Eastside & Westside WWTP Influent lift stations and other facilities as noted; and 2) Replace two of the existing three pumps at the Westside WWTP equalization basin. CLIN 0002 will be an option CLIN for one lump sum amount for Eastside/Westside WWTP Influent Lift Stations Repair. This is a solicitation for repairs needed to Eastside and Westside WWTPs influent pump stations and Westside WWTP equalization basin pumps.

Location of work, inspection, and acceptance: Beltsville Agricultural Research Center (BARC), Bldgs. 015, and 218, USDA, BARC Building 1180, Beltsville, Maryland. FAR Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Submit Firm Fixed Price Proposal including a technical narrative of how the work will be accomplished, past performance references, total price and valid for at least 60 days after receipt of proposal. Submit SAM.gov UEI# with proposal.
REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions.
DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. Service Contract Act applies in accordance with attached SCA Wage Determination 2015-4281 Rev 28 26DEC2024.
