The Ohio National Guard intends to award a sole source, firm fixed-price contract to Nasatka Barrier Incorporated for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair of the existing pop-up barrier system at Springfield Air National Guard Base, OH. This sole source award will be executed under the authority of FAR 13.106-1(b)(1).

The project encompasses diagnostic assessment, repair, and restoration of the pop-up barrier system to full operational capacity. This includes troubleshooting system malfunctions, repairing or replacing defective mechanical and electronic components, updating proprietary control software, calibrating system operations, and conducting comprehensive testing to ensure reliable functionality for ongoing security operations.

The barrier system operates on proprietary control software developed and maintained exclusively by Nasatka Barrier Incorporated. The repairs require specialized technical expertise in this proprietary software platform, including access to proprietary diagnostic tools, replacement components, and software updates that are not available through commercial channels or other contractors. It is the Government’s intent to proceed with this sole source action.

The applicable North American Industry Classification System (NAICS) Code is 236220, with a small business size standard of $45,000,000. The magnitude of construction is between $25,000 and $100,000. The purpose of this notice is to make the Government’s intention in this matter public. If there is any reason this requirement should not be sole sourced, due to incorrect information discovered during market research, please reach out to POCs identified in this posting.

This notice of intent is not a solicitation, request for proposal, or a request for quotation. A solicitation package will not be issued. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted must be in writing and must provide clear and concise documentation supporting the party’s capability to accomplish the work required. All responsible sources may submit a capability statement, which shall be considered by the agency to seth.taylor.8@us.af.mil.
