Catholic Priest Services

The Joint Base Myer Henderson-Hall (JBM-HH) is seeking "As needed" Catholic Priest services. The Contractor shall provide services in accordance with Army Regulation 165-1 Army Chaplain Corps Activities on an “As Needed” basis only. All services under this contract shall be performed by an ordained Priest of the Catholic Church who is endorsed by the Archdiocese for the Military Services, USA (AMS), with faculties accepted or granted by the AMS Archbishop and in cooperation with the COR.

No Priest presented by a third party will be endorsed. The contract priest, although having no military authority, will nonetheless serve as the authoritative subject matter expert delegated by the AMS in all Catholic matters when he is the only priest at an installation or post. The Catholic Priest shall provide regular and special Catholic mass, sacraments, and confessions to the Catholic congregation at the locations and dates identified herein on an “As Needed” basis.

The Contractor shall advise the Government Chaplaincy personnel as the Catholic subject matter expert (SME). The Contractor shall serve as the SME on Catholic religious instruction in compliance with the conformity listing maintained by the AMS.

Special Qualifications: The Archdiocese for Military Services (AMS) is an entity of the Roman Catholic Church whose mission is to provide the full range of pastoral ministries and spiritual services to those in the United States Armed Forces and other persons served at Army Medical Centers. The Archdiocese serves as the sole endorser (certifier) of Roman Catholic chaplains to the United States government.

A Roman Catholic priest cannot serve this population without the express permission (endorsement) of the Archdiocese. ENDORSEMENTS ARE GRANTED ONLY TO PRIEST CONTRACTING WITH THE CONTRACTING OFFICE OF A MILITARY INSTALLATION. THE AMS WILL NOT ENDORSE A PRIEST WHO IS SUBCONTRACTED BY A THIRD-PARTY CONTRACTOR WHO IN FACT HOLDS THE CONTRACT. (see AMS policy letter).
