Equal Employment Opportunity (EEO) On-Call Sign Language Interpreting (SLI) Services

The Office of the Administrative Assistant (OAA) to the Secretary of the Army, Equal Employment Opportunity (EEO), is interested in establishing Blanket Purchase Agreements (BPAs) with three (3) 8(a) companies that provide Sign Language Interpreting (SLI) services within the commercial marketplace. The Contractor(s) shall provide all personnel necessary to perform Sign Language Interpreting (SLI); In-Person, Platform, Televised, Computer Assisted Real Time Captioning (CART), and Video Remote Interpreting (VRI).

The services as defined are in support of Headquarters, Department of the Army (HQDA), Office of the Administrative Assistant to the Secretary of the Army (OAA), Resources and Programs Agency, Equal Employment Opportunity (EEO). For all other details pertaining to this Request for Proposal (RFP), please refer to "Attachment 5 - Solicitation Document".

Amendment 1: Changes the due date for questions. Offerers shall submit questions No Later Than 1:00 PM EST on March 6, 2025. The clause at FAR 52.203-17 Contractor Employee Whistleblower Rights (NOV 2023) has been removed.

Amendment 2: Adds a file listing the questions received from offerors and answers.

Amendment 3: The due date for the solicitation has been extended to March 18, 2025 at 11:00 AM EST. A new Contract Line Item Number (CLIN) has been added to Attachment 3 - Price Proposal Model Template to include live-streaming or televised interpretation services. The instructions for solicitation submissions have been updated, and responses to Questions 1 and 11 have been revised.
