Notice of Intent to Sole Source PEO Soldier HQ Building Rebranding/ Facilities Modernization Efforts.
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a sole source, single award, indefinite delivery, indefinite quantity-type contract, for PEO Soldier Rebranding/ Facilities Modernization Efforts, under the statutory authority of 41 United States Code 1901 as implemented in Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items, to Janson Communications, 11350 Random Hills Road, Suite 235, Fairfax, VA 22030 (CAGE: 44D04).
The ordering period for this effort is anticipated to be 36 months from date of award. PEO Soldier requires additional industrial design work to maintain consistency and complete the messaging, workplace redesign, graphic displays, and audio/visual (A/V) upgrades to develop enduring images and displays that are aligned with and set forth the Army’s long-term vision. The contractor shall design concepts and messages that will expand PEO Soldier’s reach across all internal domains to include, but not limited to:
Command suites, lobby areas, elevator banks, hallways, conference rooms, workspace areas, and directories. For graphic displays and structures that are electronic, the contractor shall provide on-site training to Government personnel on all systems. In addition, the contractor shall provide video teleconferencing (VTC) backdrops in all PEO facilities that adhere to Army brand guidelines and that match the material selection of the applicable lobby foyer and interior walkways.
The contractor shall also provide branded materials such as an updated Army logo, PEO logo, wall graphics, signage, wall structures, lighting for the displays, custom cabinets, wall mounted prints. This notice of intent is not a request for proposal or quotations. The Government anticipates award in June 2024. No official solicitation is being issued, therefore requests for copies of the solicitation in response to this notice will not be honored or acknowledged.
A determination by the Government not to compete this proposed action, based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
Interested parties may identify their capabilities in their response to this notice no later than 4:00 p.m. ET on 1 May 2024. All information submitted should support the interested party’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Verbal responses are not permitted and will not be considered. Responses or questions to this requirement shall be submitted electronically to lisa.j.yamakawa.civ@army.mil.
