This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E525Q0006 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 333415– Air-Condition and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, which has a small business size standard of 1,250 employees.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Office of Technical Directors in Alaska has a requirement for delivery and installation of one (1) 12,000 BTU air-to-air mini split ductless heat pump on an insulated container building at the CRREL Farmers Loop site in Fairbanks, Alaska.
Please review the attached Request for Quote for the detailed Description of Requirement (DOR), quote submission instructions, and applicable provisions & clauses. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
The Government’s determination of what represents the best value for this requirement shall be based on the following evaluation factors: Technical capability to provide the requested supply and services as outlined in Section C, Description of Requirement to include the following requirements:
(a) Location Requirement: Vendor must be in the Fairbanks, AK service area due to severe winter and permafrost work conditions.
(b) Certification Requirement: EPA 608 Type II Certification. Proof is required with quotations.
(c) Schedule Requirement: Must be able to complete heat pump installation by 28 February 2025. Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs to CRREL Farmers Loop, 286 Farmers Loop Road, Fairbanks, AK 99712. Payment Terms: Net 30 Please provide responses to this notice, no later than Tuesday, 21 January 2025, 12:00 PM, Central Standard Time (CST) to:
