This scope of work includes surface prep, debris containment and disposal, and painting of one (1) Maintenance Bulkhead, one (1) Bulkhead Door, four (4) Multilevel Cylinders, two (2) Bypass Cylinders, and three (3) Main Gate Cylinders and their respective baseplates, and other bypass platform appurtenances as indicated in this contract. Prices shall include mobilization & de-mobilization, fuel, labor, material, equipment, disposal, and any and all applicable permits to prep and paint the above listed components at Barren River Lake.
Solicitation amended to include
Information regarding the U.S. Army Corps of Engineers process for settling requests for equitable adjustments and duration goals to achieve definitization of equitable adjustments for change orders under construction contracts can be found by going to https://www.usace.army.mil/Business-With-Us/Partnering/ then clicking on “View FFP Contract Changes Playbook Here”. Any additional questions from the solicitation must be received by 17 January 2024 to be accepted and answered by the government. All quotes must acknowledge all amendments to be an acceptable quote. The offeror due date is hereby extended to 26 January 2024 at 11:00 AM ET.
Clarification about Exhibit E in the solicitation
For clarification purposes, items listed in Exhibit E (Lead-Based Paint (LBP) Chip Sampling Reports) that tested positive for lead on the analysis report from Schneider Laboratories order #526706 ARE NOT included in the scope of work beginning on page 5 of solicitation W912QR24Q0011. The items listed below in order#526706 were found to include lead and therefore were intentionally removed from the scope of work for this solicitation.
Customer sample ID #3 “Multi-Level Entry Door” is a hinged rectangular door on the bypass platform that allows access to the multi-level well. This item is not represented in any line item of the solicitation and was not represented in the site visit. Customer Sample ID #6 “Emergency Bulkhead” is mislabeled in the report. This item should be known as “Emergency Gate” and is located inside the control tower. This item is not represented in any line item of the solicitation and was not represented in the site visit.
To further reduce confusion, Contractors shall refer to Schneider Laboratories order #515930, for an item that IS included in the scope of work that was mislabeled, but did not test positive for the presence of lead. Customer sample ID #3 “Emergency Bulk Head”. This Item is mislabeled on order #515930 and should be known as “Maintenance Bulkhead”.
This is the same item that is represented as “Line Item 001: Blast and Paint Maintenance Bulkhead” on page 5 of the solicitation and was displayed for contractors analysis during the site visit.
Questions answered about the solicitation
Q: The Solicitation does not contain specific instructions on quote submission. Is pricing on the SF1442 the only item required for submission? Please confirm.
A: Please submit all quote submissions to justin.m.mcpherson@usace.army.mil by completing both the SF1442 and the Price Breakout Schedule found on page 4 of the solicitation.
Q: I need to know if there are any pictures of the Maintenance Bulkhead, Bulkhead Door and Cylinders that can be viewed. Will the area be dry for work or will the contractor be responsible for site preparations before work begin. If no photos are available can measurements be given of the maintenance bulkhead, bulkhead door and cylinder's so the work perspective can be evaluated appropriately since I will not be visiting the worksite before bidding.
A: Please refer to the attachment Solicitation W912QR24Q0011.pdf on the SAM.gov posting for answers to your questions. Please refer to the Scope of Work, beginning on page 5 of that attachment, that includes approximate measurements. Offerors should attend the site visit (10 JAN 2024 @ 10 AM CT) to obtain precise measurements. Please refer to Exhibit F, Project Photos and Drawings, beginning on page 45 of the attachment for all pictures of the work needed on the bulkhead and cylinders for this solicitation.
Q: I had a quick question concerning the EPA Lead Certification needed. The 8hr "Lead Renovator Certification" course that is offered through Zack Academy is it sufficient it is an accredited course.
A: The Certification needs to meet the requirements of the EPA. A good place to start is here: https://www.epa.gov/lead/renovation-repair-and-painting-program-renovator-training That website lists training requirements as well as training providers in various localities.
Q: We provided a proposal when this project bid last year. Can you tell me why the bid was canceled? Also has anything in this solicitation changed form the initial?
A: Good afternoon. I was not on this project last year. Because of that I am unsure why it didn’t move forward before or if there have been any changes on this solicitation. However, we hope you are interested in this solicitation and we will look forward to receiving your quote.
Q: Just wanted to confirm that (3) weeks is the anticipated time to be required for USACE inspection of the bulkhead gate?
A: See Line Item 001, section “e” Q: Please confirm that the bulkhead gate will require an initial pre blast prior to inspection, and a re-blast after inspection has been completed.
A: See Line Item 001, section “e” Q: Will the USACE require any certifications or test panels of the coating applicators?
A: See section 8 “Permits and Licenses” Q: What level or class of containment is required for the abrasive blasting surface preparation of the project?
A: See section 10 “Containment and Respiratory Plans” Q: Can the contractor anchor into the control tower for supporting of erected structures and containment? Anchor points will be patched after completion of the project.
A: Proposed anchor points must be submitted by drawing and approved by USACE before installation.
Q: Will USACE require full time onsite SSHO, QCM, or any other safety oversight for the project?
A: See EM385 1-1 (01.A.17)
Q: Will there be any UFGS specifications to be adhered to on this project?
A: Contractor shall conform to specifications as outlined in this solicitation as well as any and all other applicable publications; see Section 31, “Applicable Publications” Q: In the solicitation, the paint chip lead testing seems to only be focused on areas not included in this project (i.e. control tower walls, floors, and bridge). At the site visit, it visually appeared the items we are being asked to quote contained lead-based paint primer. Please advise how to proceed with bidding this project.
A: The lead based paint chip sampling report included in this solicitation ( Schneider laboratories order # 526706, 515930 ) includes the components specifically identified within each line item. Results of each item tested are outlined in the report.
Q: Will SSPC QP-1/QP-2/QS-1 be required of the surface preparation and painting contractor?
A: SSPC QP-1 is sufficient.
Q: Will 10hr workdays and Saturday work be allowed for this project?
A: See “working hours” in section 5 of the Solicitation.
