Soto Cano Air Base, Honduras- Recreational Facility Repair and Construction

GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.

SCOPE OF WORK: Under this contract, the Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to building A-401, ASA MWR Community Activity Center - Last Resort section repair and Building A-402, MWR’s recreational shelter repair as defined in this SOW except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract.

Objectives: The objective of this project is to repair all of building A-402; To repair the exterior walls, roof and substructure of building A-401; And to repair the interior of the Last Resort section of building A-401. All repair work will bring back the bar, kitchen, bathrooms, seating area, roof, substructure, walls and deck to serviceable conditions as detailed in section 1.4 below.

The repair of buildings A-401 and A-402 will be divided into separate phases to allow the Last Resort to continue operations during the separate phases. Dilapidated structures, utilities, and finishes will be repaired to good serviceable conditions. Award will be made to the lowest priced offeror with a fair and reasonable price. DBA insurance is not evaluated.
