Combined Synopsis/Solicitation – W912PM26RA006, Island Creek Switchyard Transformer

This solicitation is issued as a Request for Proposal under FAR Part 15.

This is a combined synopsis/solicitation for the acquisition of commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03 effective January 17, 2025. The associated North American Industry Classification System (NAICS) code for this procurement is 335311 with a size standard of 800 employees. The associated PSC code is 6120.

The U.S. Army Corps of Engineers, Wilmington District requires an Operations and Maintenance contract located John H. Kerr, Boydton, Virginia.

This solicitation incorporates by reference FAR 52.212-1 and 52.212-4, addenda are attached.

This solicitation incorporates FAR 52.212-2. Evaluation factors included in paragraph (a) are:

  • The offeror has submitted a Technical Proposal that clearly demonstrates the ability to meet all requirements set out in Enclosure 3 – Instructions to Offerors.
