COMBINED SYNOPSIS/SOLICITATION This notice is being posted as an avenue to provide Request for Quotes, W912PM24Q0027 to establish a Blanket Purchase Agreement. This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This procurement will be 100% set aside for only Small Businesses. The North American Industry Classifications System (NAICS) is 238210 Electrical Contractors and Other Wiring Installation Contractors with a Small Business size standard of $19,000,000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-04.

Title of Requirement:

Electrical Service BPA Description of Requirement: This office proposes to establish a Blanket Purchase Agreement (BPA) for an indefinite quantity of Electrical Services. The Contractor shall furnish all labor, equipment, and materials necessary to execute the electrical services for each BPA Call under this agreement. No single BPA Call may exceed $40,000 in total cost. The BPA Master Dollar Limit is $200,000. The intent of this blanket BPA is to provide the government with a cost-effective rapid response way to maintain the U.S. Army Corps of Engineers facilities.

Basis for Award: The Government will make an Agreement with offerors (Up to five (5)) which are deemed responsive, responsible, and technically acceptable. The prices must be determined to be fair and reasonable. This is in accordance with Federal Acquisition Regulations (FAR) 52.212-2, Evaluation – Commercial Items, and FAR 9.104. The offeror shall submit documentation of similar work to that within the subject requirements scope to show technical capability.

The offeror shall submit proof of license / state certification by the Department of Professional and Occupational Regulation in the Commonwealth of Virginia, for either a Journeyman or Master Electrician BPAs will be evaluated annually and may remain in place for up to five years. When establishing these BPAs the Government will consider: Price; Socio-economic status; past performance, where past performance information exists; and technical capabilities.

A BPA is a simplified ordering procedure as prescribed by Federal Acquisition Regulations (FAR) subpart 13.303. It is similar to a commercial “charge account.” BPAs may be established with more than one supplier of supplies for services of the same type to provide maximum practicable competition. A BPA is issued as a bilateral, non-binding agreement. It establishes a single-call limit and maximum-dollar limit. The agreement will be signed by a Contracting Officer and an authorized representative of your company.

Orders are placed orally, or via email by authorized individuals, and are referred to as “calls”. It is our intent to use the Government-wide Purchase Card (GPC) to pay for calls less than $2,500 and the Contracting Officer will issue orders for calls more than $2,500. The Government reserves the right to cancel this solicitation.
