No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.The U. S. Army Corps of Engineers, Los Angeles District (SPL) has been tasked to solicit and award a FY26 firm-fixed price construction contract for AMARG Multi Building Renovations at the Davis-Monthan Air Force Base (DMAFB) in Tucson, Arizona.
Project Scope:The work is briefly described as follows, but is not the entire scope of the project:Consolidated scope of work across multiple facilities at the DMAFB.
Comprehensive infrastructure modernizations including extensive renovations (complete floor-to-ceiling modernizations, plumbing replacements, capacity expansions) across five existing buildings, creation of new administrative and collaborative spaces, replacement of outdated HVAC systems, and applying new roof insulation.The purpose of this notice is to gain knowledge of the experience and qualifications of the various members of the construction industry, including Other Than Small Business, Small Business, HUBZone small business, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business and 8(a) firms.The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction, which has a small business size standard of $45,000,000.00 and Product Service Code (PSC) of Y1AZ Construction of Other Administrative Facilities and Service Buildings.The estimated magnitude of this project is:
Between $1M and $5M. The total contract performance period is estimated at 360 calendar days.Minimum capabilities required include previous experience of projects similar in magnitude and in complexity.In your response, please provide the following information:1. Offerors name, Unique Identity ID (UEI), address, point of contact, with telephone numbers, and email addresses.2.
Business size/classification, to include any socioeconomic categories such as Small Business, HUBZone small business, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business, or 8(a) and NAICS code designations.3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity).
4. Past experience on individual projects of similar scope and magnitude, as described above in the Project Scope, and describing no more than two (2) projects that are complete or at least 50% construction complete within the past six (6) years. Responses must demonstrate experience in renovation at least one example must have a renovation value greater than $1M.
Past performance on a military installation within the continental U.S. built to U.S. codes and standards and under a U.S. Government Contracting Agency is a plus. The projects should be similar in nature to what is described above in the Project Scope.
The project title, location, general description to demonstrate relevance to the proposed project, the Offerors? role, dollar value of contract, type of contract (design-build or design bid build), and name of the company, agency, or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address) should be included for each project. Include information about work scopes self-performed vs subcontracted and percentage of self-performed vs subcontracted.
If the past performance was as a Joint Venture (JV), indicate which scopes were performed by which JV member. Please limit your responses to the Sources Sought to no more than three (3) pages in length. Submittals are due no later than 14 August 2026 at 2pm Pacific Daylight via email to Jinzaemon.Kimoto@usace.army.mil with a CC to kinya.r.minami@usace.army.mil. Submittals will not be returned. This is not a Request for Proposals, only a Request for Information. No award will result from this Sources Sought Notice. This notice does not constitute any commitment by the Government.
