This is a notice of intent to award a sole-source contract and is not a request for competitive quotes. The US Army Corps of Engineers (USACE) – Los Angeles District (SPL) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement.

This procurement requires first-hand knowledge, past participation, and expertise on development of the USACE's Seven Oaks Dam (SOD) Multi-Species Habitat Management Plan (MSHMP) in order to ensure consistency with the EA (in preparation), guide development of management measures and to answer questions about the coordination and considerations that influenced the MSHMP development.

This knowledge and experience is necessary to be able to quickly identify potential issues, ensure consistency with the MSHMP objectives, provide clear and meaningful guidance to the team during continued development and analysis of experimental treatments and management measures including development and review of engineering models that will be conducted by USACE staff, and provide critical review comments on the Supplemental Environmental Assessment and Mitigated Negative Declaration (SEA/MND) prepared by the USACE and the lead local sponsor (as required in the Description of Work and Services, below).

The Contractor is required to be a subject matter expert in the MSHMP with a demonstrated knowledge of its focal species: San Bernardino kangaroo rat, Santa Ana woolly star and slender-horned spineflower. This purchase order is intended to be awarded to Tierra Data, Inc. for USACE's SOD MSHMP. The requirements document in the form of a Statement of Work is attached to this notice. This notice of intent is not a request for competitive proposals or quotations.

Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice.
