This procurement is set aside for 100% Historically Underutilized Business Zone (HUBZone) Small Businesses only. Solicitation Number W912P824B0035 is anticipated to be issued as an Invitation for Bid (IFB). NAICS Code is 237990. The resulting contract shall be a single Firm Fixed Price (FFP) contract. Bidder(s) must be registered as a certified HUBZone firm with the Small Business Administration at the time of bid submission to be considered for award.

The MRL Harvey Lock Forebay – Levee Enlargement project is designed to address an approximately 265 ft reach of the MRL located on the right descending bank opposite river mile 98.3, in Harvey, Louisiana. Presently, this section of the MRL is deficient of the required design grade by an average of 3 feet (1m). The work consists of raising the current elevation of levee with pile-founded concrete T-wall.

The new T-wall will begin on one end just south of the existing Riverfront Park and will stop just short of the Harvey lock tie-in wall on the other end. There will be a 5 ft soil crown ledge along the flood side of the T-wall and the soil will slope towards the river at a 1V:3H. A silt fence will be added on the flood side of the proposed wall alignment for erosion control.

Additional work includes clearing, grubbing fertilizing, seeding, and mulching; excavation and backfill; placement of steel sheet pile and pipe pile; concrete slope pavement, asphaltic pavement, pavement markings, chain link fence, turf establishment; and other related incidental work. It is expected that heavy construction equipment such as dump trucks, excavators, and bulldozers will be used for construction. No dike work is included with this project.

The estimated magnitude of construction for this work is between $1,000,000.00 and $5,000,000.00. The solicitation documents for this procurement will be posted on SAM (www.sam.gov).
