Mississippi River Maintenance Dredging Activities

NOTICE OF INTENT TO SOLE SOURCE THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY USACE MVN intends to negotiate on a sole source basis with Pine Bluff Sand and Gravel Company (PBS&G) for the operation of the Mississippi River maintenance dredging activities. The work will consist of furnishing one fully crewed and equipped self-propelled dustpan hydraulic pipeline dredge and attendant plant for the removal and satisfactory disposal of shoal material.

The attendant plant shall be composed of a fuel barge, supply barge, landing barge, and survey boat. Additionally, the attendant plant shall include a minimum of two tenders, 1,000 feet of floating pontoon pipeline, and other attendant or auxiliary plant as required. The Primary Dredging Regions are any reach point on the Mississippi River between Mile 320 AHP (Above Head of Passes) (Black Hawk, LA) and Mile 103 AHP (New Orleans, LA). The Primary Dredging Regions have historically required annual dredging.

The Secondary Dredging Regions will be any point on the Mississippi River between Mile 953.8 AHP (Cairo, IL) and Mile 320 AHP. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition of this action will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
