To publicly present the results of the Great Lakes modeling framework and utilize them in the Great Lakes Coastal Resiliency Study (GLRCS), USACE must subject the model development and findings to technical peer review for the following Expert Panelist.
W912P626QA016 - GLCRS Expert Panelist ? David Fay. Mr. Fay is uniquely qualified to this requirement. a Great Lakes coastal modeling expert, who has the requisite subject-matter expertise to perform a critical portion of the required additional work. Mr. Fay has performed modeling to inform water resources planning and management, hydrologic modeling and forecasting, and mitigation and adaptation under extreme weather conditions.
He has worked extensively in the Great Lakes region and is intimately familiar with the proven lake level models used in the model framework. Additionally, his work in water resource planning in the Great Lakes region makes him uniquely qualified. He has the necessary understanding of other studies that have been completed in the Great Lakes region related to weather conditions and the resulting impact on Great Lakes water levels.
In addition, the proposed work includes resolution of concerns regarding the methodology of the model framework generated by the expert panel. No one else is qualified to resolve these concerns. Competitive sources would lack specialized experience and contextual knowledge there by jeopardizing the scientific integrity and intended purpose of the review.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no public solicitation will be issued; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposal contract based upon responses to this notice is solely within the discretion of the Government.
All Correspondence in conjunction with this notice shall be submitted via e-mail only to the Government points of contact (POC) identified below by 2PM Central Time on April 2, 2026. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://sam.gov. Complete SAM registration means a registered DUNS and CAGE code numbers.
