SOLICITATION ADMENDMENT

Description of service: The Louisiana Army National Guard 61ST Troop Command has a requirement for boxed Hot meals (Breakfast, and Dinner) for their Training Mission for 22-27 February 2026 delivered to Camp Beauregard, Pineville, La 71360. 2. SAM Registration: Completion of the required FAR 52.212-3, Offeror Representations and Certifications - Commercial Items is required. When you complete your SAM registration, the link to complete your Representations and Certifications is also available.

Offeror must be registered in the System for Award Management (SAM). No contract will be entered into with an unregistered vendor. Internet access allows you to register by completing an electronic on-line registration application at https://www.sam.gov/portal/public /SAM/.

3. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offer must include proof of adherence to provided specifications and have a satisfactory past performance with Government contracts. The contractor shall return the completed provision (52.204-24) and return with proposal.

Award may be made without discussions with potential contractors. Interested contractors are cautioned that the award may not necessarily be made to the lowest priced quote. Interested parties are cautioned that an unrealistically low price, as proposed initially or subsequently, may be ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or he /she made an imprudent offer.

Evaluation will be\ solely on the information included in the quotation. Therefore, the quoter's initial quotation should contain the offerors best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with interested contractors regarding quote elements. Reference 13.106.-3(a) Basis for Award and FAR 13.106-1(a)(2)(i). 3(a) Award will be made based on price and other factors as shown below. All pricing must be provided for, this requirement will not be split. If something left blank quote will not be considered.

Price: Price shall be evaluated for fairness and reasonableness. Other factors-Each factor will be evaluated as Acceptable or Unacceptable: Contractor shall explain how they will maintain food temperature outline in 5 (c) in the Need Statement Contractor shall describe how they will proper handling the food during transportation outline in 6.1-6.1.7 in the Need Statement. 2(a) Meal Preparation Method. The contractor shall confirm their Meal Preparation. Mobile Kitchen(Completely Self Dependent)

Commercial Kitchen within 20 miles from Training Center Pineville At the contractor site and drive to Training Center Pineville; if this is selected, approximate mileage miles 4. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

5. Submission of Quotes: Offerors shall submit the W912NR26QA0080001 Solicitation Worksheet, and signed electronically to Contract Specialist, Ms. Lavon Wilson at lavon.d.wilson.civ@army.mil and the Contracting Officer, Mrs. Crystal Stiles, crystal.l.stiles2.civ@army.mil. The Government must have received form the offeror a fully compliant quote. The quote is compliant when it conforms to all the requirements, terms and conditions of the solicitation, including the Need Statement and 21-day menu.

6. Submittal of Solicitation Questions: Questions concerning this RFQ or request for clarification shall be made inwriting via email to the Contract Specialist,, Ms. Lavon Wilson at lavon.d.wilson.civ@army.mil and the Contracting Officer, Mrs. Crystal Stiles, crystal.l.stiles2.civ@army.mil. The due date for questions will be 10:00 AM CST on Tuesday, February 10,2026. When submitting questions and comments, please refer to the specific text of the RFQ in the following format:

National Guard Bureau Agency Protest Program: NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or another external forum.

7.1 Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
