State Family Programs Workshop and Youth Symposium FY25

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is the only solicitation; proposals are being requested; a written solicitation will not be issued.

This solicitation is issued as a request for Proposal (RFP) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2025-03 effective 17 January 2025. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.

The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://acquisition.gov. The solicitation W912NR-25-Q-A016 is issued as a Request for Procurement. This procurement is solicited as Full and Open. The NAICS code for this acquisition is 721120 - Casino Hotels. This solicitation is for a firm fixed price contract.

The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offer must include proof of adherence to provided specifications and have a satisfactory past performance with Government contracts. The contractor shall return the completed provisions (52.204-24; 52.212-1; 52.212-5) and return with proposal.

The award may be given without discussions with potential contractors. Evaluation will be based solely on the information included in the quotation. Therefore, the Proposal’s initial quotation should contain the offerors best terms. After receiving Proposals, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with interested contractors regarding Proposal elements.

Reference 13.106-3(a) Basis for Award and FAR 13.106- 1(a)(2)(i). A written notice of award or acceptance of a proposal furnished to the successful contractor within the time for acceptance specified in the Proposal, shall result in a binding contract without further action by either party The Louisiana Army National Guard has a requirement for a service(s) contract to provide catered meals, lodging and meeting spaces.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform catering services, defined in the PERFORMANCE WORK STATEMENT (PWS).

Timeline 14 May 2025 – Combined Synopsis/Solicitation posted 20 May 2025 - Solicitation closes at 5:30 p.m. CST Submission of Proposals: Offerors shall submit the W912NR25QA16 Solicitation Worksheet, completed SCHEDULE OF SERVICE/PRODUCTS(S) and PRICING electronically to Contract Specialist, Mr. Antoneil Banton at antoneil.s.banton.civ@army.mil and the Contracting Officer, Mrs. Crystal Stiles, crystal.l.stiles2.civ@army.mil. The Government must have received from the offeror a fully compliant Proposal. The Proposal is compliant when it conforms to all the requirements terms and conditions specified within the solicitation, including the PWS.
