LAARNG TRANQUIL STORM BOXED CATERED MEALS

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for quote (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2025-05 effective 17 January 2025. Provisions and clauses incorporated by reference has the same force and effect as if they were given in full text.

The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://acquisition.gov. The solicitation W912NR-25-Q-A010 is issued as a Request for Quote. This procurement is solicited as a small business set-aside. The NAICS code for this acquisition is 722320 - Caterers. This solicitation is for a firm fixed price contract.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offer must include proof of adherence to provided specifications and have a satisfactory past performance with Government contracts. The contractor shall return the completed provision (52.204-24) and return with proposal. Award may be made without discussions with potential contractors.

Interested contractors are cautioned that the award may not necessarily be made to the lowest priced quote. Interested parties are cautioned that an unrealistically low price, as proposed initially or subsequently, may be ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or he/she made an imprudent offer. Evaluation will be\ solely on the information included in the quotation.

Therefore, the quoter's initial quotation should contain the offerors best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with interested contractors regarding quote elements. Reference 13.106-3(a) Basis for Award and FAR 13.106-1(a)(2)(i).

A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Louisiana Army National Guard has a requirement for boxed Hot meals (Breakfast, Lunch and Dinner) for their Tranquil Storm Exercise for 22 April 2025- 3 May 2025 delivered to Training Center Pineville, Pineville, La 71360. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.

Submission of Quotes: Offerors shall submit the W912NR25QA10 Solicitation Worksheet, and signed SF 1449(block 30, a,b, and c), completed SCHEDULE OF SERVICE/PRODUCTS(S) and PRICING electronically to Contract Specialist, Ms. Lavon Wilson at lavon.d.wilson.civ@army. mil and the Contracting Officer, Mrs. Crystal Stiles, crystal.l.stiles2.civ@army.mil. The Government must have received form the offeror a fully compliant quote. The quote is compliant when it conforms to all the requirements, terms and conditions of the solicitation, including the Need Statement.
