100 Ton Gooseneck Hydraulic Trailer

The purpose of this amendment is to align the SAM.gov system deadline with the date specified in Block 8 of the Standard Form (SF) 1449. The quote submission deadline is amended and extended as follows:

Original SAM.gov Close Date: September 3, 2026, at 10:00 AM Central Time Amended SAM.gov Close Date: September 7, 2026, at 10:00 AM Central Time The purpose of this addendum is to respond to questions, adding document "Solicitation Questions and Answers W912LM26QA024" The United States Property and Fiscal Office (USPFO) for Minnesota has a requirement to procure one (1) new, unused 100-Ton Removable Gooseneck (RGN) Semi-Trailer engineered specifically to support the loading, unloading, and transit dynamics of heavy tracked armored vehicles (tanks) up to 100 Tons.

This Request for Quotation (RFQ) is issued in accordance with FAR RFO Part 12 (Acquisition of Commercial Products and Commercial Services) Due to the extreme point loads and rigid stance of heavy armor, the trailer must feature a mandatory 10-foot baseline rigid deck width and a compliant multi-axle layout matching Minnesota Department of Transportation (MnDOT) bridge formula guidelines for Superloads as outlined in the attached Statement of Work (SOW).

Important Notice: "Short of Award" Funding Status Availability of Funds (FAR 52.232-18): Notice is hereby given that this solicitation is being issued under "Short of Award" authority pursuant to Army Federal Acquisition Regulation Supplement (AFARS) 5132.702(a)(ii)(A). Funding has not yet been formally obligated for this requirement. The Government's obligation under this contract is contingent upon the availability of appropriated Fiscal Year 2026 (FY26) funds from which payment for contract purposes can be made.

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this acquisition and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
