Solicitation: Construct Automated Multipurpose Machine Gun (MPMG) Range at Camp Roberts

The USPFO for California intends to award a single firm-fixed-price contract for construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to construct an Automated Multipurpose Machine Gun Range (MPMG) Range at Camp Roberts, California. The MPMG shall be of permanent construction in accordance with the project's plans and specifications. The MPMG shall be constructed over the existing machine gun range.

Integral characteristics/items of the MPMG shall include the automated MPMG firing lanes and target emplacements, support buildings (range operations control tower, storage building, classroom, ammunition breakdown building, and controlled waste facility), and organizational vehicle parking.

The scope of construction services shall include all utilities, information systems, fire detection and alarm systems, roads, walks, storm drainage, parking areas, and site improvements as specified in the plans and specifications.

Major features of the work to be performed include (but are not limited to) Preparation of existing ground surface for drainage, range facilities and target emplacements, Excavation and installation of range support facility foundations, Installation data and electrical cabling for control of the target emplacements, Connection of utilities to the existing systems, Construction of firing positions,Construction of range support facilities, and Programming of system controls.

Amendment 01, 14 February 2024 This solicitation has been amended to incorporate the FAR Provision at 52.204-29 and the FAR Clause at 52.204-30. Additionally, this amendment updates the Wage Determination (WD). WD CA20220012, Modification 11, is hereby removed and replaced with WD CA20240012, Modification 3. As a result of this amendment, the bid submission deadline is extended until Monday, 4 March 2024 at 10:00am Pacific Time.

Amendment 02, 20 February 2024 This solicitation has been amended to incorporate Requests for Information, Round 1. The bid submission deadline is not extended. All remaining solicitation terms and conditions remain in full force and effect.

Amendment 03, 28 February 2024 This solicitation has been amended to update the WD. WD CA20240012, Modification 3, is hereby removed/replaced with WD CA20240012, Modification 4. This amendment further extends the bid submission deadline until Friday, 29 March 2024 at 12:00pm (Noon) Pacific. Finally, this amendment establishes a firm/final deadline for submitting RFIs. Any/all remaining RFIs must be submitted no later than Friday, 15 March 2024 at 12:00pm (Noon) Pacific.

Amendment 04, 26 March 2024 This solicitation has been amended to revise the bid schedule to add option line item 0002 for LiDAR services. FAR Provisions 52.217-4 and 52.217-5, and FAR Clause 52.217-7 are also incorporated. This amendment also incorporates Requests for Information (RFI), Round 2. RFIs, Round 1, is hereby removed and replaced with RFIs, Round 2. Further, this amendment revises the Wage Determination (WD). WD CA20240012, Modification 4, is hereby removed and replaced with WD CA20240012, Modification 5. Finally, this amendment extends the bid submission deadline. The bid submission deadline is extended until Friday, 5 April 2024 at noon Pacific time.
