Fitness Center Management Services on Camp J.T. Robinson in No. Little Rock, Arkansas

The Army National Guard is issuing a Request for Proposal (RFP) to provide fitness center management services for the National Guard Professional Education Center (NGPEC), Camp Robinson, North Little Rock, Arkansas. This solicitation is a total small business set-aside, and all eligible parties may submit a proposal. The resulting award will be a firm-fixed price service contract for a base period of one year with four (4) one-year options.

The contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. A best value award decision will be made from proposals received where the technical evaluation factor is rated equal to the past performance, and when combined are more important than price evaluation factors.

Wage Determination 2015-5117 Revision # 24, Revision Date: Apr 30, 2024 or the most current version will be applicable to the contract at award. A brief synopsis of the services required is as follows:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary (except as specified in Paragraph 3.0 of the PWS as Government Furnished) to perform fitness center management services at the SFC Troy Miranda Combat Athletic Performance Center on Camp Joseph T. Robinson, North Little Rock, Arkansas.

Some examples of primary functions include but are not limited to supervision and monitoring user activities, maintaining inventory, providing instruction on use of all equipment, and facility cleaning services. See section 5.0 of the attached Performance Work Statement for more examples.

The contractor shall provide services, except on recognized US holidays stated in or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Contractor shall operate seven days a week (Sunday through Saturday) with the exceptions as stated above. In addition, this contract is considered under “Essential Personnel” if PEC has students or conferences in-house.

Performance shall be at the Professional Education Center, SFC Troy Miranda Combat Athletic Performance Center, building 6404, Camp Joseph T. Robinson, North Little Rock, Arkansas, or other Government furnished facility on Camp Joseph T. Robinson if current facility is closed due to renovations.

The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within the Performance Work Statement when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. The sam.gov website will be used to issue this solicitation, amendments or any other information concerning this solicitation.

No additional media (CDROM, floppy disks, faxes, emails etc.) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation.
