The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 6.302-14(A)(2)(iii)(A) & (B)) with Bennett Aerospace Inc., 1 Glenwood Ave., Raleigh, North Carolina 27603-2580 for a service contract for a molecular biology approach to enhancing crop traits and invasive species control.

The U.S. Army Engineer Research and Development Center’s (ERDC) Environmental Laboratory (EL) requires a new contract to leverage expertise in bioengineering to design bioenabled materials for the detection and remediation of environmental pollutants. The minimum need for this requirement focuses on funded scientific research involving a bioengineering approach to design bioenabled materials for sensing, detection and remediation of environmental contaminants.

The approach involves microorganisms, modification of DNA and proteins, and generation of bioenabled materials that bind, detect and degrade environmental contaminants. These services are considered non-commercial and are civil and military unique. This acquisition is being conducted under FAR 6.302-14(A)(2)(iii)(A) & (B). There are no set-aside restrictions for this requirement.

The intended procurement will be classified under North American Industry Classification System (NAICS) 541714 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items.

All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
