Development and Application of the Geophysical Scale Multi-Block Modeling System (GSMB) Services

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Raymond Chapman DBA Ray Chapman & Associates, 1725 Macarthur PL Vicksburg, Mississippi 39180-3797. The effort is to conduct surface water modeling using development and application of Geophysical Scale Multi-Block Modeling (GSMB) systems with the integration of various models. The contractor must have capabilities to furnish all labor for tasks that include:

GSMB surface water modeling systems of CH3D-MB, SEDZLJ-MB, CE-QUAL-ICM, ADCIRC, and both STWAVE and CMS-Wave. Ship Simulator Hydrodynamic Modeling Support and Perform ADCIRC and GSMB Hydrodynamic Modeling. All modeling designs must be able to support expanded Port facilities conducted from previous studies that assist USACE Districts in the fields of sediment remediation and beneficial use of dredged material at many harbors, navigation channels and EPA Areas of Concern.

The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 – Research and Development in the Physical, Engineering, and Life Sciences (Except Nanotechnology and Biotechnology with 1000 employees. This notice of intent is not a request for competitive quotes or proposals and no solicitation document exists for this requirement. Technical data sufficient to determine capability in providing the same or similar service shall be considered.

All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on this notice is solely within the discretion of the Government.
