Endevco Accelerometers for ERDC GSL

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to PCB Piezotronics of North Carolina, Inc. (CAGE:

8DN13 / UEI: CP1LPEUC1YH5) for the purchase of ENDEVCO accelerometers. The ERDC-GSL needs to purchase a total of 78 Endevco accelerometers as follows:

52 accelerometers with a range of 200,000 g’s (7270A-200K), and 26 accelerometers with ranges of 60,000 g’s (7270A-60K). The ERDC GSL has several projects that utilize accelerometers to capture global measurements in extreme temperature environments. The ERDC GSL has used 7270A accelerometers over a substantial period due to their ability to withstand a highly volatile environment during testing. Endevco, a PCB Piezotronics company, is the sole manufacturer and distributor of these Endevco 7270A accelerometers.

Alternative products have been thoroughly researched by ERDD GSL, but no other products were determined to withstand the hostile testing environment. Additionally, these accelerometers are required to continue to ensure the data collected is comparable to numerous decades of testing. In order to ensure fiscal responsibility, it is critical to purchase new sensors that are compatible with the preexisting sensors to ensure they work with our data recording sensors for upcoming tests.

The Endevco accelerometers are the only known accelerometers available on the market that met ERDC’s requirement. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, with a size standard of 600 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.

However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
