Cementitious Repair Materials CTS Cement

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to CTS Cement Manufacturing Corp. (CAGE 4NFR3) for Rapid Set® AC Concrete Mix. GSL is engaged in an ongoing force projection research and development program to rapidly repair damaged concrete spalls and craters on airfields in Europe.

The US Air Force (USAF) is looking for a European cementitious repair product to certify for spall and crater repairs on airfield pavements. The USAF has requested ERDC evaluate and test a European manufactured rapid set material against CTS Rapid Set® AC Concrete mix.

The CTS Rapid Set® AC Concrete mix has passed laboratory testing protocol and has performed been evaluated in multiple full-scale field-testing exercises and will serve as a control representative (CTS Rapid Set® AC Concrete Mix) to compare testing results against the European manufactured rapid set concrete mix material. Rapid Set® AC Concrete mix is a high-performance, fast-setting, multipurpose concrete repair material.

Durable in wet environments, AC Concrete Mix is a blend of Rapid Set hydraulic cement and quality aggregates. AC Concrete Mix is a non-metallic, and no chlorides are added. Mix AC Concrete Mix with water to produce a workable, quality concrete material that is ideal where fast strength gain, high durability and low shrinkage are desired. AC Concrete mix sets in 20 minutes and is ready for traffic in 1 hour. The award will be issued in accordance with FAR 13.106(b)(1)(i).

The applicable North American Industrial Classification System Code (NAICS) code is 327310, Cement Manufacturing, with a size standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
