Dynamic Cantilever Ladder

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), Vicksburg, MS, intends to award a Sole Source Firm Fixed Price contract to Industrial Products Limited, L.L.C. Jefferson, Louisiana for the procurement of a Dynamic Cantilever Ladder. The minimum needs for this contract are as follows:

Safe-T-Fab SFP 23407-Dynamic Cantilever with the following features, Steel main stair – yellow finish, aluminum flip down platform – mill finish (stainless Steel), 30” wide grip strut steps & platform, 60” deep platform, 1.5” OD tubing rails, 92” platform height – (~87” clearance height), 45” clearance width, 3.5” OD closed cell urethane bumper material to protect part, 5X2 dual locking swivel casters w/ elastomer wheel at front (2), 5X2 rigid casters w/ elastomer wheel at rear (2), approximately 240 lbs of bolt counterweight on base, hand winch w/ automatic brake & 2” web belt strap to raise/lower unit, 300 max capacity on end strip of flip down (~400 before tipping), ships “knocked down” (back, bottom, & support brace to bolt in place upon receipt), and stainless custom cantilever stair.

The size of the tank the ladder is required to access is larger than any commercial off the shelf ladder can provide. The needs of the project require a ladder capable of allowing observation from above as well as access to the inside of the tank by means of a ladder on each side of the platform. Due to the requirements for this supply a custom design is required, the custom designs provided by Industrial Products Limited LLC are proprietary and cannot be replicated or shared to be replicated by another company.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
