The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) is engaged in conducting research involving full-scale pavement test sections utilizing two specialized heavy-vehicle simulators (HVS). The HVS requires high-voltage electrical power supply at discrete elevated outlet locations.

To support this research, the GSL has a need to procure a shore power cable handling system to improve testing efficiency and to reduce the need for personnel to access elevated outlet locations during testing. The required shore power cable handling system must meet the unique specifications provided below and can only be provided by Glendinning Products LLC (CAGE code: 3VBV8). The statutory authority for this sole source procurement is prescribed by FAR 13.106-1(b). The requested shore power cable handling system must meet the following specifications:

1. The shore power cable handling system shall consist of a cable handler, wireless controller, and cable storage containment vessel.

2. The shore power cable handling system shall be capable of being mounted near existing elevated outlet locations in the Hangar 2 test facility. The elevated outlet locations are located approximately 50 ft above existing ground level in the Hangar 2 test facility.

3. The shore power cable handling system shall be rated to support cables carrying a minimum amperage rating of 150 amps.

4. The shore power cable handling system shall be capable of handling cable sizes ranging from 1.5 in. to 2.75 in. in outside diameter.

5. The shore power cable handling system shall include in-limit and out-limit switches and stop collars to prevent cable or motor damage.

6. The shore power cable handling system shall be powered by a heavy-duty AC motor of sufficient size to extend/retract cable without slippage.

7. The shore power cable handling system shall include a controller relay and receiver box capable of wireless control via a wireless key fob (2 key fobs required).

8. The shore power cable handling system shall be capable of operation in a rugged environment and shall be adequately sealed to prevent damage from excessive dust and humidity.

9. The shore power cable handling system shall be CE ISO8846 ignition protected approved.

10. The shore power cable handling system shall include a contained storage system capable of storing a minimum of 50 linear ft of cable. The storage system shall be structural sufficient to contain a total cable weight of up to 300 lbs.

11. The shore power cable handling system shall consist of a roller system that prevents cable twisting or kinking and shall automatically coil the cable into a contained storage system.

12. The shore power cable handling system shall be covered by a minimum one-year manufacturer’s warranty from the date of delivery.

13. The cable handler shall have overall dimensions not exceeding 18 in. in length or width, and not exceeding 20 in. in height.

14. Twelve (12) complete shore power cable handling systems (consisting of a cable handler, wireless controller, and cable storage containment vessel) are required. Therefore, the Government intends to award a Firm-Fixed price contract, to Glendinning Products LLC in accordance with FAR 13.501(a)(2)(i). Glendinning Products LLC is a large business concern under the applicable NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a size standard of 600 employees.

This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5:00 PM CST 07 June 2024.
