Notice of Intent to Sole Source, Kulite Products

The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a need to procure Kulite products with unique specifications. The required products include twenty (20) miniature pressure probes, fifteen (15) high performance single channel rack mountable signal conditioner with 4 pole low pass Bessel filter, and twenty (20) miniature thin line surface mount pressure sensor in 25 psi absolute range.

The ERDC GSL is engaged in conducting research involving explosive tests of protective measures and various explosive devices documented by modules critical in taking measurements.

To support this explosive research, the GSL researchers have historically used firing modules and detonators manufactured solely by Kulite Semiconductor Products, Inc. These specific gauges must remain consistent with existing hardware to ensure repeatable data are collected during testing events and to ensure that data is consistent and compatible to data collected in previous experiments.

The required products can only be procured through Kulite Semiconductor Products Inc. and these specific products are required in order to maintain the researcher’s capabilities to accurately measure needed data. No other brand or model will meet the government’s unique need. There are no resellers or third-party vendors for the required products.

Therefore, the Government intends to award a Firm-Fixed price contract, to Kulite Semiconductor Products Inc. (Cage Code: 34345), on a sole source basis pursuant to procedures at Federal Acquisition Regulation (FAR) 13.106-l(b)(l)(i). Kulite Semiconductor Products Inc. is a large business concern under the applicable NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a size standard of 600 employees. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
