SMART Runway Website Management and Data Analysis Support Services

The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, is the lead Department of Defense (DOD) agency responsible for airfield and pavement research.

As part of a “SMART Runway” initiative, APB-ERDC made use of an existing DOD airfield pavement construction project to incorporate advanced sensors into a model segment of pavement that enabled ERDC to monitor the pavement response and damage accumulation over time with critical military aircraft systems. Installation of sensors occurred in a model pavement test section on the runway at Hill Air Force Base (AFB), Utah.

Woolpert, Inc. developed a unique methodology for airfield pavement characterization and efficient methods for storing, monitoring, and analyzing real time and historical pavement response data. This consisted of developing a database for storing and analyzing the construction and instrumentation response data. Woolpert, Inc. also developed a web-based system that will allow government access to update the data with periodic site condition and nondestructive test information.

No technology alternatives or vendors are available to support this effort. Therefore, Woolpert is the sole source service vendor that provides unique skills that makes them essential for meeting the DOD’s core mission for troop deployment and maneuver support. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five year ordering period to Woolpert, Inc. on a sole source basis pursuant to FAR 13.500.

The applicable North American Industrial Classification System Code (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $19.5M. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
