Notice of Intent to Sole Source, SMART Runway Hardware and Software for Data Acquisition Support Services

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has the need to procure data acquisition support services for the existing SMART Runway hardware and software system.

These services include but are not limited to the repair, maintenance, and technical support for the existing highly specialized data acquisition (DAQ) system which was designed and fabricated solely by Genuen LLC. These services are required in order to support ongoing research over the next five years and to maintain the capability of pavement response monitoring of the model pavement segment.

To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to Genuen LLC (Cage Code: 3E8P2), on a sole source basis pursuant to FAR 13.500. Genuen LLC owns the intellectual property required to maintain the operations of the existing DAQ. The DAQ technology package, consisting of environmental controlled enclosure, hardware, and data acquisition software, supports the ongoing “SMART Runway” initiative.

No technology alternatives or other vendors are able to support this effort. The existing DAQ system is proprietary to Genuen LLC and therefore Genuen LLC is the only vendor capable of providing the unique skills and support services required for the subject repair, maintenance, and technical support. Genuen LLC is a small business concern.

The applicable North American Industrial Classification System Code (NAICS) code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34,000,000 dollars. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
