Notice of Intent to Solicit and Award a Sole Source Contract to Texas A&M University Corpus Christi The US Army Corps of Engineers (USACE), Galveston District intends to award a sole source contract with Texas A&M University – Corpus Christi (TAMUCC) for cataloging, organizing, scanning, and preparing historic aerial photogrammetric survey products of boxes and file cabinets of unarchived hard copy historic aerial photogrammetric survey products and other media. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The period of performance is:

April 1, 2024 through September 30, 2024. This action will result in a firm fixed price contract. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c)(1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1).

Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, the contracting officer may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, OR industrial mobilization).

Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) is 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The Small Business size standard is $40 Million for this sector. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) No. 2024-03 effective February 23, 2024.
