The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity (HECSA) intends to award a single-source contract under the authority of 10 U.S.C. 2304(C)(1) or 41 U.S.C. 253(C)(1) as implemented in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award of a firm fixed price contract will be made to University of Michigan. The anticipated contract will be firm fixed price and includes a period of performance of 15 months from date of contract award.
This Notice of Intent to award a Single Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government.
The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest by providing a capability statement to both Points of Contact listed with this notice.
Description of the Requirement: The primary and overarching purpose of this contract is to recruit support for the integration of the latest IMPLAN economic data and multipliers into the RECONS model, framework, and workflows—enhancing the ability of IWR RECONS Team to support economists and planners across USACE in conducting seamless and reliable RED analysis.
To support the IWR RECONS Team in delivering accurate, up-to-date, and defensible estimates, the Contractor shall also provide general workflow and procedural assistance necessary to conduct the analysis in accordance with the USACE-certified analytical framework and methodology.
