This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a Single Award Task Order Contract (SATOC) for Program Guest Lecturer in support of the USACE INTAC Program Office.
USACE-HECSA may solicit and award a Blanket Purchase Agreements (BPAs) in lieu of a SATOC if it is in the best interest of the Government. A draft Performance Work Statement (PWS) describing the services required has been attached. The proposed SATOC or BPA will be Firm Fixed Price with a total estimated ceiling price of $192,657 over five years (base year plus four option years). The purpose of this DRAFT PWS is to gather industry comments, suggestions, or questions before the release of the solicitation.
This notice is for market research purposes only with the intent to identify vendors that are interested and capable of performing the requirements listed in the attached DRAFT PWS. The applicable NAICS code for this requirement is 611430 Professional and Management Development Training. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document.
It is asked that interested parties respond to this sources sought synopsis by completing the attached questionnaire which includes the following information: This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government.
The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested companies shall respond to this sources sought notice by returning the attached Enclosure 1 – Guest Lecturer Questionnaire filled no later than 15 November 2024 at 10:00 A.M. ET.
Responses shall be submitted via email to both the Contract Specialist, Jordan Baker at email: jordan.d.baker@usace.army.mil and the Contracting Officer, Giorgiana Chen at email: giorgiana.chen@usace.army.mil.
The purpose of Amendment 1 is to extend the response due date from 15 November 2024 at 10 A.M. EST to 19 November 2024 at 10 A.M. EST. All other terms and conditions of the RFI stay the same.
