UPDATE: The onsite safety Officer (OSHA certified) is only needed if their preforming major repairs to the elevators such as construction or dismantling. The SSHO/competent is not needed for routine monthly service and preventive maintenance. The Contractor will always coordinate with HECSA's COR before begining work, so that the type of work to be done can be fully understood by both parties. The COR will decide specifically when an SSHO/competent person must be onsite.
Note: This is a Small Business set-aside, and there wil be a site visit (see in RFQ). This combined synopsis/solicitation is a Request for Quote (RFQ) for maintenance of elevators at the Humphreys Engineer Center (HEC). The Contractor shall furnish all supervision, labor, material, and equipment necessary to repair and maintain elevators at HEC.
Elevators are located in Buildings- B2593 (2 passenger elevators), B2594 (1 passenger elevator), B2596 (1 passenger and 1 freight elevator) B3241 (passenger elevator located on Davison Army Airfield Fort Belvoir). Services provided under this contract shall include scheduled maintenance and repair (M&R) services, unscheduled repair calls, emergency calls, and inspections support.
The Contractor must have the ability to self-perform all monthly maintenance requirements and must demonstrate they can meet or exceed the unscheduled repair calls time. Additionally, the Contractor must, at a minimum, have 5 years’ experience performing elevator maintenance services while having all licenses required for this line of work. Offerors will also be required to provide references for previous 3 years of their past performance (PP) history. This solicitation is a total small business set-aside.
The NAICS code is 238290, Other Building Equipment Contractors, and the size standard is $22,000,000. The Government anticipates the award of a firm fixed-priced (FFP) purchase order utilizing the procedures at FAR 13.3 – Simplified Acquisition. See Attachment 1- Performance Work Statement, for the requirements and associated period of performance.
